Single named tertiary hospital on one site. Three scope boundaries matter when using these figures. (1) The $1.76 billion capital budget 'covers the construction of the hospital and a proportion of the furniture, fittings and equipment (FF&E). It does not cover all the costs of delivering an operational hospital' - ICT and the balance of FF&E sit outside it, and transition, facilities management, workforce planning, recruitment and training sit in WA Health recurrent budgets. (2) A 140 bed State rehabilitation service inside the FSH site was funded separately with $255.7 million of Australian Government money and its construction was explicitly outside the 2010 examination's scope. (3) The FSH non-clinical services (facilities management) contract is a separate operating procurement, not capital: the 2010 report puts it at 'an estimated value of $2.5 billion over 20 years' (printed p12), and the 2017 follow-up reports the contract signed with Serco Australia Pty Ltd in July 2011 at 'an estimated contract value of $4.3 billion over 20 years' comprising '$3.7 billion to the FM for planning and delivering non-clinical services at FSH' and '$577 million for hospital equipment provided through a finance lease arrangement' (Report 14 of 2017, printed p6). Those FM figures are deliberately NOT recorded as capital facts. Also note WA Health disputed the 2004-05 baseline in its formal response (printed p9): 'The use of the 2004/05 amount of cost and time as a starting budget is flawed in my view. The announcements in 2004/05 were simply statements of intent. The time and cost information approved by the Expenditure Review Committee in September 2005 is the first approved budget and timeline for this project.'
